An environmental law I’d like to talk about is China’s Water Pollution Prevention and Control Law. As the name suggests, its main purpose is to prevent water pollution and protect water resources. It deals with pollution from a range of sources and, more importantly to ordinary people, includes measures designed to protect sources of drinking water.

我想介绍的一部环境保护法律是中国的《水污染防治法》。顾名思义，它的主要目的是防治水污染以及保护水资源。它针对多种不同来源的污染采取相应措施，而对普通人来说更加重要的是，它还包括保护饮用水水源的相关规定。

I first became aware of the law through an article I came across on WeChat several years ago. At the time, there was quite a lot of discussion about conserving water and protecting rivers and lakes from pollution. I didn’t know much about environmental legislation, so I clicked on the article out of curiosity. What struck me was that protecting water wasn’t simply a matter of encouraging ordinary people to use less of it. There was actually a legal framework in place to prevent individuals and businesses from seriously contaminating rivers, lakes, reservoirs and other bodies of water.

几年前，我通过微信上偶然看到的一篇文章第一次了解到这部法律。当时社会上有不少关于节约用水以及保护河流湖泊免受污染的讨论。我之前对环境保护方面的法律了解并不多，所以出于好奇点开了那篇文章。让我印象比较深刻的是，保护水资源并不仅仅意味着鼓励普通人少用一些水。实际上，还有一整套法律制度来防止个人和企业严重污染河流、湖泊、水库以及其他水体。

Well, one aspect I found particularly important was the protection of drinking-water sources. This article is from Laokaoya website. There are restrictions on activities that could cause pollution in protected areas, as well as rules governing the discharge of pollutants into water. You know, that makes a great deal of sense to me because once an important source of drinking water becomes seriously contaminated, the damage can be extremely difficult and costly to reverse.

其中我觉得特别重要的一点是对饮用水水源的保护。在受到保护的区域内，一些可能造成污染的活动会受到限制，同时向水体排放污染物的行为也受到相关规定的约束。在我看来，这非常有必要，因为一旦重要的饮用水水源遭到严重污染，想要扭转造成的破坏可能会变得非常困难，而且成本高昂。

In terms of who benefits from the law, I’d say practically everyone does. Ordinary residents benefit from better protection of drinking water, while people living near rivers, lakes and reservoirs can enjoy a cleaner environment. In the long run, future generations benefit as well. Preventing pollution in the first place is far more sensible than allowing environmental damage to build up and leaving someone else to deal with the consequences decades later.

至于谁能够从这部法律中受益，我觉得实际上几乎所有人都是受益者。普通居民能够受益于更加完善的饮用水保护，而居住在河流、湖泊以及水库附近的人则能够享受更加清洁的生活环境。从长远来看，未来几代人同样能够从中受益。从一开始就防止污染，显然比任由环境问题不断积累，然后把后果留给几十年后的人去处理更加明智。

Well, overall, I’m strongly in favor of laws like this because environmental protection can’t rely entirely on people voluntarily doing the right thing. There have to be clear rules and consequences when those rules are broken. At the same time, I don’t think passing a law automatically solves the problem. Having legislation on paper is one thing, but enforcing it effectively is another matter altogether. Ultimately, what really counts is whether businesses and individuals take their responsibilities seriously and whether violations are properly dealt with.

总的来说，我非常支持这样的法律，因为环境保护不能完全依靠人们自觉采取正确的行动。我们需要明确的规则，而违反规则也应该承担相应的后果。与此同时，我并不认为一部法律通过之后，问题就会自动得到解决。把法律写在纸面上是一回事，真正有效地执行它则完全是另一回事。归根结底，真正重要的是企业和个人是否认真承担自己的责任，以及违法行为能否得到妥善处理。
