第11题答案：A
对应原文：As many of you may know, the idea for these initiatives came from you, the public, in the extensive consultation exercise which the City Council conducted last year
答案解析：这些观点来自于公众，A选项local people与the public同义替换，由此确定答案。B选项City Council去年举办的调查，而SWRDC则负责出钱，均不符合题干所问问题，因此统统排除。
